re: GitHub, I think Phabricator is a fine option, but GitLab is a real
option to seriously consider, despite having some non-Free extras in their
Enterprise Edition. It's what we're using now at Snowdrift.coop.

An alternative to Mailman, of course, is to use a forum like Discourse that
can be functional like a mailing list but also work as a forum. There's all
sorts of benefits to that approach, although I haven't strictly compared it
to Mailman 3 which is a mailing list that can be set to function more like
a forum.

Re: chapters, I'm more of a fan of having local meetups, i.e. they could be
called chapters but are more about locally set up recurring (if not
regular) meetups and events but not with all the burden of being a real
organization.

I have lots of thoughts, of course (given research on things for
Snowdrift.coop), about decisions for how to manage governance, democracy,
etc. and will try to weigh in where I can, juggling lots of things.
