There's currently no prebuilt jquery.js from svn. You must do it yourself using a svn client. On Windows, you can use TortoireSVN (http://tortoisesvn.net/). But that's not the end. Once you get it, you must install/use ant or make to build jquery. There's a recent thread on this in the mailing list. However and Michael said, you can build it yourself "manually".
