[jQuery] New jQuery Plugin - Star Rating

Ok so I said I was going to convert a old rating script to a jQuery plugin. Well, I finished it and I tried to document it properly and write it well. There are so many different styles people use for writing _javascript_ it's hard to say what the "best" practice is. I would appreciate comments and suggestions.

Features:
* 100% degradable.
* Builds the interface based on a simple HTML structure.
* Supports fractional ratings!!!
* Posts the result on click. (backend not built)
* Returns a jQuery object with the new elements. (not the original form elements)
