I was just thinking the same thing. 
Would this be possible? 

The file names would need to be consistent so that a plug in could require
jquery+ajax+forms.js or something like that. Version numbers could get
tricky.

Perhaps a download configuration tool similar to what is offered with the
interface plug-in? Allowing the user to choose the modules he/she needs,
thus creating their customized "baseline" JQuery file on the fly, would be
great!
