Unfortunatly this is based on invalid HTML. And is there a good reason to use a (layout) table and div soup? The converted options should be a list. Also the image elements in the example are missing the alt attribute. I think that converting an existing select into the enhanced version for graceful degradation has already been discussed in this thread...
