I'm not sure I understand completely what you mean. jdMenu can support both
static and dynamic menus or a mix of both. Static menus are most useful for
search engine indexing whereas the dynamic menu capability allows for more
complex options such as loading menus via ajax. It's up to the developer to
decide how to integrate the plugin.
(I realize that I haven't provided very much documentation)
For example...
If you need a search engine friendly menu that is accessible, do the
following:
<ul class="jd_menu">
<li><a href="url-if-javascript-disabled.html"
class="accessible">Products</a>
<ul>
<li><a href="product1.html">Product 1</a></li>
... More product links
</ul>
</li>
... More menus
</ul>

I think Bruce got confused by the demo page where there are different
menu parts that don't work without javascript so they will be added by
javascript and you have menu parts with links that are working without
javascript but nested links can't be reached because they are styled
only for the javascript menu. Shouldn't there by a setting you could let
your plugin work for a mixed menu ?
