Yes, there is, but it involves a few registers.  If you're interested, 
you can look at the Intel X driver; it should be fairly easy to modify 
the code to use different refresh rates.  See 
git://anongit.freedesktop.org/git/xorg/driver/xf86-video-intel.  Look 
for "panel_fixed_mode", that'll be what the i830_lvds.c code uses to 
program the builtin LCD mode.
