Took me a couple of re-reads to figure they mean the complexity is what's unnecessary for serving static content. Ambiguous wording, and maybe misstating what Heroku does or has become? Heroku is a cloud-based web app platform. It *used* to be a solid platform for running web apps, CI, etc. Enshittification by Salesforce is driving Heroku customers away. Sounds like the Rust folks are jumping on that bandwagon.
