Yes. I believe that other wide locales may be useful in Japan, Korea, and
Taiwan. To be clear, I am specifically interested in nuking the 8-bit locales
which excludes the east asian locales (apart from Thailand.) So the 8859-
locales other than -1 and -15, and the KOI8-R locale.
