Yes, I have seen that many times.  Every time, it turned out to
be a limitation of the SATA->USB converter chip.  Check the fine
print of the manual of your device, and see it if really supports
4TB *via USB*.  The ones I have do that only via eSATA.

This is most likely.  Do you have a Windows or Mac OS X based system
you can do a cross-check on?
