Technically exFAT probably isn’t that hard to implement. Probably.  But 
historically it was patent-protected by Microsoft, and getting licenses for it 
was non-trivial and non-cheap.  I had examined this quite some years ago when I 
was looking at exFAT used in SDXC — its one of two reasons that our SDcard 
infrastructure doesn’t support SDXC.  (Of course, these days, almost nobody has 
PCI-based SDHCI controllers… that world moved to USB many years ago.  :-)
