Let me add some remarks:

kbdcomp has no man page, so from a perspective of ISO-9000,
we do not need to implement it as it is officially non-existent.

I would be willing to write iconv(1) after we discussed the state of 
/usr/lib/iconv/* and found that there is a possible solution.
