Tradition was that only drivers which may be needed to mount /usr belonged in /kernel. But these days /usr is not generally a separate file system so the distinction matters less. I still try to locate them based on this historical context. (so network and hba drivers in /kernel and audio drivers in /usr/kernel for example. )
