Just for root, in fact, and OmniOS inherits that from illumos gate.
The default shell for normal users is still ksh, unless you change it:
% pfexec useradd -D

skel=/etc/skel shell=/bin/sh inactive=0
expire= auths= profiles= roles= limitpriv=
defaultpriv= lock_after_retries=
