Solaris 11 did some rework on early boot memory management, so it is not same 
any more as in illumos. We do detect pae at 
https://src.illumos.org/source/xref/illumos-gate/usr/src/uts/i86pc/dboot/dboot_startkern.c?r=3df2e8b2#2416

However, you can try booting with -B prom_debug=true,kbm_debug=true and see if 
anything interesting will get revealed. I do not know if bhyve does provide gdb 
stub - if it does, you can walk that early start code and see what goes wrong 
with PAE detection.

And did you try both BIOS and UEFI?
