My guess is that a time input this complex isn't easily answered.  You
should probably build some prototypes and test, as well as checking
with your potential users as to what kinds of time inputs they are
familiar with and expect.

Another relevant question will be how often this needs to be done.  If
it's infrequent (as in a google calendar appointment) then a visual
click-based UI might work well.  For frequent users consider making
keyboard shortcuts (e.g. l (ell) 30 meaning 'last 30 days').

If you provide multiple means of input ask the developers to put in
simple counters to keep track of which method(s) get used the most.
