I think @jmspool nailed it. the issue isn't whether or not UCD is needed. the issue is whether or not the product has room for improvement and that those improvements speak to the core stakeholders involved.
So what are the problems you think end-users are having and how do you think those problems effect the stakeholders who are making decisions. Do these stakeholders even realize there is a problem? if not, how can you communicate with them the needs you want to design solutions towards.
