If you have the budget and the audio isn't too long you might look at http://castingwords.com - you upload your audio and based on rate you get your transcription back in a few days or a couple weeks. The lowest/slowest turnaround is 2 weeks for .75 per minute. When the clips are short, it's incredibly reasonable - and in my experience extremely accurate. They even sort out the names of the speakers and offer it in text, HTML, PDF, etc.
