For what little it's worth, it's still somewhat unclear exactly what they are doing and if it is legal or not.
Some of the things that they have been reported to have been doing are clearly not legal (or at least, not legal in ways that anyone outside secret courts understand to be legal), but how much of what's been reported is true is _very_ questionable.
