Sure, because there's a difference between the cop monitoring *everyone* 
indiscriminately, versus targeting you specifically.

That's point #1.

Now point #2:

Suppose the cop were to put up cameras at every intersection in town, and watch 
them all from a TV set, and video record it all.  Then the cop is in fact 
monitoring everybody indiscriminately, but by virtue of being everywhere all 
the time, might know everything about your movements, specifically.
