Yikes.

I believe strongly in the concept of “their network, their rules,” but they 
don’t get to dictate policy for organizations beyond their borders (at least, 
not without sending in a destroyer or two). Insofar as you can, I’d suggest 
“well, that’s unfortunate for you” if the Navy related folks ask about it, and 
carry on. It’s happening well above your paygrade, and coming up with 
weasel-like workarounds only enables their foolishness as I see it.
