Process is very important, but it needs to be the right process. Since it's more of a startup, you probably have a number of adrenaline junkies who prefer to use their enormous brains to fix stuff when it breaks (which can be very gratifying) rather than head off problems before they happen. It's a challenge.
If you haven't read it already, I recommend reading Goldratt's "The Goal". "The Phoenix Project" was modelled after it, but isn't nearly as good.
