Thanks to everyone that has replied. So far it seems like I am correct in my understanding that 24 10k spindles should be better than 12 15k spindles. I am leaving this one up to $mgmt as it is their call. We did check out one other installation where they use 12 10k spindles and are doing fine ($vendor is not happy with them though and said they had some sql write stalls). However the users of the system did not notice anything and the IT staff are happy with it.
