You mean something like this (at startup, without retaining scheduling
info across restarts):

You can also change the check interval during failure.  Normally the interval
during failure is less than normal, but there is nothing that says you can't
make it larger.

Normal check = 5 minutes
If failure check = 10 minutes (default configs have 1 minute)
