I don't think so. If they screw it all up there will be another root formed. Anyone can form a root and various people have although not many switched over to the other roots because there wasn't really any need to do so. There would be be much wailing and nashing of teeth but it would get done. This is another reason why I'm not too worried about the US giving up control of ICANN. -- Tracy Reed
