IMHO, yes. Should occasionally refresh windows and macs. But it's not evidence based or anything - it's subjective. If, by installing & uninstalling applications and drivers over the years, you add something that will suck down 1ms every minute, but you do it over and over again, over the years, then eventually it adds up to something you could notice.
