Okay. It shows what your user cannot don't use. But what they do use?
Can you check whether they all - or at least those that get errors -
only use IDENTIFIED WITH mysql_old_password USING 'xxxxx' ?

I'm not asking to send SHOW CREATE USER to the list, you can just take a
look yourself and reply "yes"
