as noted in

we have made Sodium a combined Java 8/11 release.

With Magnesium starting in about three months, there is a need for
Offset-0 projects to know what the target release is going to be.

Based on past discussions and today's TSC call, the general sentiment is
that the ecosystem has moved to a place where requiring Java 11 is a
serious option, with the anticipation it will be a very reasonable
requirement ~9 months from now, when Magnesium GA is expected to land.

As per my action item from today's TSC call, I am therefore soliciting
any dissent to adopting Java 11 as the minimum run-time environment for
OpenDaylight Magnesium Simultaneous Release.

Unless an objection is raised to this thread, the TSC will have a formal
vote on making Java 11 the required release next week, i.e. in the
meeting of June 27th.
