This is definately not the most focused place to take this question.
I would suggest either the MapGuide or FDO mailing lists. I might suggest
the gdal-dev mailing list (OGR is part of GDAL), except that so far there
isn't any information indicating that things are actually getting down into
OGR.
I will note that I don't believe Oracle Spatial support is built into
the default OGR provider binaries distributed by the MapGuide and FDO
teams. Perhaps that is your problem? You might want to first test
out accessing something simple, like a shapefile, through the OGR
provider and once that is working try Oracle Spatial.
