I have seen this done here in the sunny land of Brazil. Some free software activists have promoted free software to such heights that the whole idea was hijacked by one political party and shoved down the throat of many public orgs. So, in that regard, there were many migration efforts, done with little to no planning, that obviuosly went awry.
