After the recent Victorian Government Inquiry into public sector information, the outcome was that Vic Govt data should also be provided via Creative Commons. You should be able to see most of their VicMap datasets via the ASDD. There will be a lot of other more detailed data via DSE/Catchment Management Authority partnerships. Probably to the scale that you're after. Again check the ASDD. I'm assuming that you have DSE/SII contacts. Contact me off line if you don't.
