If I understand your question correctly, then teh concept you are describing is commonly known as "seeding the cache". Probably any other tile caching software out there has a seeding utility. The script that comes with http://tilecache.org/ runs fine, the one in http://code.google.com/p/mod-geocache/ is awsome, but has some minor bugs, that will certainly ironed out soon.
