Do you want a dedicated GPS navigation device, or simply something that has
GPS built-in ?

No sure about dedicated GPS products, but with USD 200 you can buy a nice
tablet (very likely an Android one) and install whatever app you like.

A general-purpose tablet may have lower battery life compared to a
traditional GPS and therefore causes problems when you work in the field.
But I doubt that a dedicated GPS with a RGB display would be much better.
In terms of accuracy, a modern phone/tablet GPS unit should be fine.
(Please correct me if I'm wrong here.)

You mentioned that the data will come from your state gov website. Is it a
standard OGC service ? Can you provide a link ?
