Doug, I don't know about EXI, but most web servers should already support GZip compression out of the box, with no impact on WFS client&server code, so IMHO, EXI should offer significant compression ratio over GZip-compressed XML to really be an incentive to be adopted by both WFS client & servers. WFS servers also often the possibility of alternate outputFormat to GML, such as zipped shapefile, etc..
