I vote for renumbering.

We are moving the networks, we might aswell use the downtime to change IP
addresses.

We should also setup an IPAM (IP Address Management site).

PHPIPAM is a free one that works quite well, manages multiple VLANS,
switches (and ports), and subnets. It also allows "requests for IP
addresses" so users who need static private IP addresses can request one
from a specific subnet and either admins can approve it or the system can
auto approve it. It's like DHCP ... with out DHCP.
