The only JTAG I have done is on 360 to read and rewrite custom NANDs I did it using a LTP port on a computer and some wires and resistors and diodes. Not sure of the same can be done with flashing a router but I would believe so, only thing is really slow transfer rates. One thing to make sure is that uploading the correct firmware version! Since not all routers have the same nvram size they require specific firmwares. Best to start with micro versions and then upgrade to full versions if you have confirmed your router can support it.
