No. 1800-series routers boot off PCCard **Linear Flash** (not the usual stuff), I think 1700-series do also, but IIRC 700 and 800-series boot from internal flash. (I could be mistaken on this detail.) Note, however, that the only thing you can put in there is a Linear Flash PCMCIA card; these typically cost 10x-20x what a regular flash card (including PCMCIA-to-flash adapters) would cost. Nortel used the same thing for a lot of their products, so used Nortel flash cards can sometimes be reused in Cisco devices. Nor does it employ any ordinary filesystem, so you can't (without special software & drivers) mount it on a Windows or Linux PC. It's not a full PCMCIA/PCCard slot at all; you may as well just think of it as a proprietary interface.
