It is most likely a slow-blow type fuse. The delay is needed to compensate for current inrush at power-up (i.e. power supply capacitors charging). Fast acting fuses are usually uset for other types of circuits where they must open quickly and a surge would (should) nevere occur normally. There may be some other numbers on the fuse that indicate the response time.
