Aynsley, I think that dbPowerAmp could do that. There is a converter type plugin for it.
I used it to convert all my .ogg files to .mp3 when I realised how limiting ogg files are. (ha ha couldn't resist that given the other discussion going on!) When I come back, I want to find a duplicate directory structure with all the same mp3's in the right places but re-encoded at a lower bitrate (so I can easily copy them to mp3 player/cd for the car).
