Since you can't really control who does what, it's best to restrict things like this locally.


To not display animated gifs in your browser, follow these directions:

Mozilla/Firefox browsers:

http://kb.mozillazine.org/Firefox_:_Tips_:_Animated_Images

Internet Explorer (ick...):

Tools -> Internet Options... -> Advanced

Scroll the settings window down to the Multimedia section, and uncheck "Play animations in web pages". You'll probably need to restart IE, and maybe Windows.
