Try nuking the IE cache and clear your Windows temporary files (temp directory and IE downloads and temp files). Windows is terrible at handling what is essentially garbage collection, and even worse at handling very full directories (esp. temp dirs). IE will fail to download files when temp dirs are full. MS' typical response for such anomalies, and i've found to work, is to clear all these places first, then retry. Just in case you're not sure how to do this, right click the C disk, and select Properties and then Disk cleanup. See if this helps.
