IIRC most of the distribution have asked the same questions and the main issue is no firmware in the distribution - all necessary firmware is downloaded automatically.
I think you also have to distribute the source code so a compiled version as in the Windows distro is not allowed. If changes are made to the source code - you will have to follow source code licensing.
