What operations have to be possible during a party ?
Are there more things that should or could be removed than the "hit
play to clear playlist" behavior ?
What interfaces have to be supported ? IR ? iPeng ? Controller ? Touch
? Boom/Radio on device buttons ?
Is it allowed to cause audio hick-ups if a user press play ?
Should it be allowed to add a complete genre, album or artist or should
it only allow adding single random tracks ?
Or shouldn't it be possible to modify the current playlist at all ?

I suspect the problem with this is that it's going to affect the core
code which makes it more or less impossible to do with a plugin. One
thing that I think would be possible to do as a plugin is a "undo
playlist change" functionality that makes it possible to restore a
previous playlist. However, I'm not really sure if this would be good
enough on a party, to me it feels like you want to catch it before it
has actually has modified the playlist.

One thing that might be possible is to re-define the "play" command so
it performs "add" instead, but I'm not sure if that will make it too
problematic to use the device ? I'm guessing you probably want it to
execute "play" if the user selects a playlist but "add" if he selects a
track ?
