As a screen name? Well, they rejected 1.0.1 at first with a reference to a rule that disallows this. As you will notice, iPeng for iPad is still called iPeng for iPad on the App Store and the start screen, it's just the screen name where it's not allowed. It's more complicated but the short version is that the "for iPad" must not be part of the name due to brand protection rules and may just be a descriptive addition.
