My suspicion is that WOL was broken on the last SC update. Like you I had it working previously but unsure exactly when it stopped working as I'd switched my server to 24/7 operation for a while. When I switched back to sending it to sleep a few months ago, I discovered that WOL no longer worked.
I have used a network traffic analyser to check for the presence of a magic packet from SC when it starts & there is none.
