Thank you. I've downloaded the flac file and can reproduce your issue. I compiled two windows flac 1.3.2 from git binaries; cygwin (new one included in lms) and visual studio (which is much slower than the cygwin version in testing). Both of these builds fail with the can't open file: error. when using a UNC file path. I recompiled the old lms flac 1.2.1 using the same visual studio that I used to build the 1.3.2 above and it works. This may take some time to troubleshoot.
