you need the id3v2 tag support component, and you need to set "write v1 & v2" tags in preferences/standard inputs ... also on the id3v2 preferences make sure you select whether you want ISO ot UTF tags (default setting is UTF i think).

it workd fine for me on 12K tracks ...

Sounds like you need to configure foobar to write ID3v2 tags and not
