I have created a plugin that does exactly that. Please have a look at my site to see how it works and download. I use this feature all the time.I run it on a Linux machine, but I'm sure someone can advise on the correct cmd for Windows.

You just need to go to the normal Plugin configuration screen in Slimserver to configure the appropriate shutdown script to use.
