Go to Server Settings, Debugging and check the two flags marked d_scan and d_playlist. Up the top of the debugging page is a sentence which talks about viewing the log output - click on the hyperlink in this sentence and a new window should open up with the log output.
Then go back to Server Settings (main page) and do a scan. You might want to try a playlist only scan first, then (if you don't seen any real error messages) a full clear and rescan. AFAIK, playlists are scanned first. Are there any error messages which seem to be related to your playlists, like "ERROR: can't find file" or "ERROR: unusable format" or similar ?
