If you're looking to change ISP in the UK I would strongly recommend you take a look at http://www.adslguide.org.uk/ - they have a very good area for comparing ISPs.
I've heard in the past of ISPs downgrading your link if they detect filesharing traffic, but this is the first time I've heard of ISPs blocking audio streams.
